Synopsis

The Naval Air Systems Command (NAVAIR) has a requirement for the procurement and life cycle support of seventy (70) Aircraft Characterization Module (ACM) images. The ACM card is an unclassified PCMCIA card that contains aircraft specific AN/AAQ-24(V)25 characterization data. The contractor shall analyze the sensor and transmitter installation alignment measurements for accuracy and acceptability for each of the seventy(70) ACM images. The Contractor shall maintain a formal organization to manage the creation of ACM including program control to: receive and archive alignment data; generate ACM images; and validate ACM images.

This effort is being awarded on a sole source basis under NAVAIR BOA N00019-08-G-0012 to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, in accordance with FAR 6.302-1 because Northrop Grumman is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, Northrop Grumman Corporation owns a technical data package that is required for production of this equipment.
