Synopsis

This is a combined synopsis/solicitation for an education advisor prepared in accordance with the format in Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Unit Small Business Specialist is Michael P. Solicitation FA4620-12-Q-A041 is issued as a request for quotation (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-56 (Effective 02 March 2012).

This procurement is being issued as a 100% small business set-aside acquisition under NAICS code 611710 and small business size standard is $7.0M.

This solicitation is a request for education advisor services at Fairchild AFB in accordance with the attached Performance Work Statement (PWS) (Attachment 2) and other attached documents. The contract consists of a Base Year from 1 Jun 2012 through 31 May 2013 and four, one-year option periods.

Offers are due no later than Friday, 4 May 2012 at 1:00 PM PST at 92d Contracting Squadron, 110 W. Ent Street, Fairchild AFB WA 99011. Electronic quotes shall be submitted to john.freeling@us.af.mil AND bruce.price@us.af.mil, failure to submit quotes to both individuals may result in quote not being received. Fax quotations will be accepted at (509) 247-8685. In quotations, please include all required documents and any discount terms or other pertinent information.

The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

Proposals shall include the following five (4) items:

1) Price Schedule (Attachment 1).
2) Completed Representations and Certifications as required in FAR 52.212-3 with Alt 1(accessible at the Air Force Site, http://farsite.hill.af.mil).
3) Technical Proposal
4) Past performance for the past three (3) years for similar services, including name and phone number.

Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items and submit with its offer. Registration in the online representations and certifications program at https://orca.bpn.gov meets this requirement.

All potential bidders are reminded, in accordance with FAR 52.204-7, Central Contractor Registration (CCR), that failure to register in CCR will make an offeror ineligible for award.
