Synopsis

This project falls under the American Recovery and Reinvestment Act of 2009. The Bureau of Land Management is seeking the professional services of a contractor that has the technical knowledge and capability of monitoring the growth of native seed species. Native seed species shall be collected by the BLM and provided to the contractor for processing into test plots and documenting the methodologies used for germination and growth of each individual seed species. The processes require complete documentation of all methods used to process and increase seeds, to include successes and failures, and a final report based on actual monitoring results.

Receipt of an award is contingent upon the evaluation of Technical and Past Performance information provided by the offeror, and the information shall be assessed equal to price; and the Vendors ability to meet the required performance time lines. Evaluation factors shall include:

1. Name of project manager and a commitment to keep the project manager for the duration of the project. Please explain how the contractor and manager are qualified to successfully complete the tasks illustrated in the Statement of Work.

2. Include past performance record of at least three (3) agencies or businesses to include name of business or agency, location and telephone number.

Additionally, the recipient's ability to meet the requirements illustrated in Section 1512 (reports on use of funds) of the Recovery Act.Please see Attached Clauses and Provisions
